I can confirm this happens with Reshade DXGI.DLL uses. (tested with 4.9.1 and
other versions of reshade)

Been happening for a good while too but no traction in getting it resolved.

I mostly use Kenshi for testing which does the ~10s freeze when using
keyboard+mouse but not separately. 

Can take a bit of mouse and keyboard panning around to trigger it, then you
must wait about 10seconds before it unfreezes!
