Anything is possible, but if it was a graphic driver issue, I think there would
be more output in the log.

Someone in the AppDB mentions that the game must be run once in a Russian
locale before it can launch in other languages. Unless you're already trying to
run the game in Russian, maybe you can try that?

The AppDB entry is for the GOG version, but if it's a game bug, it may work for
the Steam version too.

You can override the language environment variable on the command line when
running the game as explained by the reporter in that AppDB entry:
