can windows be reparented?

Just an FYI but this bug is also what is reported under bug#825 (and 961).
I have indicated under 825 a hack which prevents the problem from occurring,
and there was a recent discussion where Alexander indicated it may not
be correct to actually call SetParent for GWL_HWNDPARENT, which is exactly
what my hack changes.

Note bug#825 also has an attached testcase already
