China developing Windows clone

If you read the article in that Chinese newspaper (People Daily) they 
mention RedFlag Linux and a firm affiliated with Sun's OpenOffice (CS&S) 
so I guess it will be Linux based with Open Office. Wheter they will aim 
to run Windows binaries is not said ...
