Can we also use some javascript/dhtml to create pop-out menus?  If they are 
well-designed they can be much easier to navigate than by clicking on stuff.  
I'm sure we could get it to work with Mozilla, Netscape, MSIE, and 
standards-compliant browsers, and the rest can use a static interface.
