PATCH: cups dynamical dependency

Couldn't this be done for all dlls thare loaded inconditionnally by
another dlls ? For example comdlg32 loads winspool.drv, even if you
don't want to print anything. 
I loaded for example the installation of ie6 and it wanted
winspool.drv, which has no sense at all.
