It's not apparent from the rest of their e-mail, but it targets Red Hat 
Linux 9 only, not Red Hat Linux 8.0.

I thought that configure --with-nptl was enough for RH 9, while make 
distclean && ./configure (without --with-nptl) worked for RH 8...
