Started playing with Wineserver on mingw/cygwin again

There are no known current efforts.

However I talked to Ulrich today and he said (and I agree) that it
will be way easier to implement threading on top of (nptl) pthreads
today.

Just no one started/did it yet.

And we do not need the glibc developers, the ball is in our park ;)
