msvcrt: stubs for chsize, dup, dup2

I think chsize and ftruncate do the same thing so is there anyway to forward the call for chsize
to ftruncate on platforms that have it? I added a configure check for this a while back because
windows doesnt have ftruncate and makedep needs it.
