1995-era Microsoft MFCKIT installer fails to unpack one of its DLLs

The first trace is running on XP on some other machine; it does create
ms-setup.t/RBHEAP.DLL properly.
The second trace is running on Wine; it does not create that file at all,
from what I can see.
