Problem with winebuild under cygwin

winebuild doesn't seem to get the correct argument to -o (hence the
'(null)').

Does Cygwin provide getopt_long, or is libwine_port's one used?
Investigate that first (HAVE_GETOPT_LONG), then try to narrow your
search.
