Yes, stdole32.tlb is essential for InstallShield to perform interface
marshalling, amongst other things.

If you want to work on it, figuring out how to refactor the code in
typelib2.c into a static library so it can be used by both oleaut32.dll
and widl would be a good start (assuming Alexandre is OK with a static
library being used here).
