wine devel documentation reorganization

Spiffy.

As part of my ongoing quest to make Wine hacking less scary, I've 
written some docs on SEH. I'll submit them to the kernel modules section 
when I get net access back.

Just a heads up in case anybody else was thinking of covering that topic.
