Patch 16182 causes a regression in IrfanView and Textpad

http://www.winehq.org/hypermail/wine-cvs/2005/02/0364.html causes
regressions in IrfanView ( http://www.irfanview.com/ ) and Textpad
( http://www.textpad.com/ )

IrfanView no longer runs.  It errors out with a dialog box that says 

LOADER ERROR
The procedure entry point DragAcceptFiles could not be located in the
dynamic link library SHELL32.dll

Textpad has fatal exceptions:
