You probably need to turn the "&" into "&amp;", so you would get:
&amp;lt;rant&amp;gt;

Then again, it is probably right to do it in the XML ->HTML converter, 
and not in the XML itself. I.e. - the XML->HTML converter needs to 
transform an inline "<" into &lt; again.
