WineD3D: Do not set the mipmap level count for old textures

A small addition here: This case seems to be handled by the nvidia driver 
already, so the performance improvement applies only to ati cards. I tested 
this with my mobility radeon 9000 with the open source driver from Xorg7.0 
and fglrx 8.23.7
