[3/5] WineD3D: Do not attempt to load texture coords for unsupported stages

I remember discussing this patch, but in retrospect I'm not sure this
fix is completely correct. When a pixel shader is used with fixed
function vertex processing, more than GL_LIMITS(textures) texture
coordinates can be used.
