[PATCH 1/2] winecfg: Add option to let wine decorate windows

I put the patch in, but this winecfg page really needs to be redesigned,
the decorated/managed/desktop options are mutually exclusive, so it
should use radio buttons. Also the explanations should be moved out to a
tooltip or some sort of help option. Any volunteer?
