[Bug 14810] WinHttp needs to be implemented

At the time I opened the bug that would not have done any good, the only
thing I could have said at that time is that it failed on WinHttpOpen.
After minimally implementing things I could now have added a more complete
list if the bug were still open.

While this is not a particularly efficient mechanism for solving these kinds
of problems, I can do that in the future.  Would you mind pointing me in the
direction of Zac's patches?
