How is 0.0.0.0 handled in Wine?

0.0.0.0 and broadcast packets cause some problems with the newer Command and
Conquer games, but the ticket was closed some time ago.  I believe it was
decided that since the kernel devs wouldn't change how Linux handles these
cases that it would be too much trouble to work around it.
