Sufficient 1.2 release criterion: passing all tests on all platforms?

That rpcrt4 is a tricky one as it only seems to be caused by a winetest compiled 
on test.winehq.org.

Crosscompiling myself doesn't exhibit these issues. Maybe it's not only 
crosscompilation but other (yet unknown) factors.
