Forward SHLocalAlloc to kernel32 LocalAlloc

What app needs this?
It's been discussed before a bit; Win 98 explorer used it,

but

says that ordinal 200 was later taken over by SHCreateDesktop.

Unless we have a real good reason, we probably want to go with the
later scheme.
