mscoree: Better support RUNTIME_INFO_UPGRADE_VERSION in, GetRequestedRuntimeInfo

Can you add a test to make sure the 2.x runtime doesn't get returned
when 1.x is requested with RUNTIME_INFO_UPGRADE_VERSION ?
