iphlpapi: Return error for IP address with value zero in IcmpSendEcho

Hi, Alexandre. I see this patch is pending and unfortunately it's not
obvious to me what the reason is. The IP 0.0.0.0 need to be stopped
otherwise linux will turn it into 127.0.0.1 and successfully ping it.
