I can reproduce the problem. The reason seems to be that the
WM_ACTIVTE(WA_INACTIVE) message is never sent because the window
doesn't have focus due to the focus follows mouse behavior. I can
reproduce the problem with KDE when I enable focus follows mouse, and
fvwm works when I disable it there.

I'll remove the WM_ACTIVATE message from the expected messages, that
should fix the test. I'm still puzzled though why the remaining part
of the tests work, and why test_lost_device works with focus follows
mouse WMs.
