Regarding WineHQ development

Sir, I want to start contributing to this project but the thing is i don't know how to start or what are the right tools to achieve the tasks mentioned in winehq bugzilla and I was unable to find a guide that can help me. For instance, What am i supposed to do with bug 10000? It has a picture of some application which uses some language other than english and i was only able to make out that since windows api documentation is wrong and incomplete we should use the link from that application to correct it or something like that.... 
Please guide me on how to start and what are the development kits that i might need. I have installed wine on my Ubuntu package from "https://www.winehq.org/download/ubuntu"  but i think this is meant for users not developers..
