The patch failed to apply because the test bot is not using an
up-to-date copy of the Wine repository. In reality the new tests work
fine: https://testbot.winehq.org/JobDetails.pl?Key=13358

By the way, ICON_SMALL2 was introduced with Windows XP, but it is also
supported in every version of Windows after that. The broken(!res) is
only there for Windows 2000.
