[resend 5/5] wined3d: remove wined3d_surface_{inc,dec}ref

Hey Henri,

any chance we could discuss this (and subsequent) series on IRC? For
this kind of minor stuff we could save much time and maybe submit the
entire serie (I still have around 30 patches) before 1.8.
I don't intend to make you review more, but quicker feedback (ie. for
this kind of things) could help and save more of our time.
