Wine tests not checking permissions

A number of tests fail if they are not running as an administrator with
elevated privileges. These tests should really check they have the
needed permissions/privileges and skip if they don't.
With Windows 2000 being decomissioned I repurposed it to allow testing
running the tests in a regular user account (*) for developers
interested in fixing these relatively easy test failures.

(*) More precisely Windows 2000 calls that a 'Restricted User Account'.
It's an account where the user is not allowed to install
applications. This is the sort of accounts that corporate desktops
would be configured with.
