The problem has nothing to do with the browser cache, its the CDN cache
which currently is set to a cache time of one month to workaround issues
with high traffic. This also affected the WineHQ packages, see:
https://bugs.winehq.org/show_bug.cgi?id=40346

Jeremy Newman (added as CC) will have to add more exceptions for files
and directory listings which change frequently. As a workaround, a
random argument like "?xyz" can be added to URL to fetch the latest
version.
