Should Sebastian/Michael be considered maintainers at this point? Not to discount their work, but if they're not active, I don't think they should be listed for potential patch submitters to CC if they won't be replying.

Alternatively, they could be changed to a Person of interest.
They maintain the wine-staging build infrastructure and Michael at least has responded to emails in the
past.  I've CC them in the and they can let is know what they want to do.  They are still working on
wine-staging in the background.
