In Wine, we want Wine Vulkan driver to load libvulkan for us,
mainly so we can use VK_KHR_win32_surface.
VK_KHR_win32_surface has the following advantages:
* child windows rendering has to be handled only in Wine Vulkan driver,
* platform specific Vulkan WSI extensions are handled only in Wine
Vulkan drivers.
