[PATCH resend 5/8] comctl32/tests: Test for LB_SETCOUNT without LBS_NODATA

And yet, looking at the wvistau64 results, for example, the error is 
flagged as new (that's why it's orange on the website). Indeed I don't 
see this error in any of the WineTest reports from the past 5 WineTest 
reports for this VM:
