[PATCH 4/5] msvcrt: Create global lc_time_curr and use when possible.

Hi Jeff,

Could you please rename the MSVCRT_time_curr to something like 
time_data_c so the name shows it's for C locale?

It also needs to be freed on dll unload. On the other hand it may better 
to initialize it statically.
