[PATCH 05/10] d3d10: Implement vector effect variable get methods.

Implement GetFloatVector/GetFloatVectorArray,
GetIntVector/GetIntVectorArray, and GetBoolVector/GetBoolVectorArray
methods for the vector effect variable interface.
