[PATCH 4/13] winemsibuilder: Forward winemsibuilder functionality to msidb.

It wouldn't work for users with table filenames sharing an 8 character
prefix. I don't expect there to be many more users besides Wine Gecko
and Wine Mono, so I'd rather wait for these projects to migrate and
then get rid of winemsibuilder.
