Are you sure increasing the timeout makes a difference?

Job 57311 with the increased timeout still failed. Specifically the 
relevant runs seem to be:

500 ms, old formatting

1000 ms timeout:

Also note that the TestBot VM hosts only ever run one VM at a time so 
normally the load is consistent from one run to the next. I'll grant you 
some Windows Update trouble on Windows 10 VMs but I don't think the 1507 
version is impacted.
