Wine staging 4.15 release

* Rebased to current wine 4.15 (819 patches are applied to wine vanilla)

Upstreamed (Either directly from staging or fixed with a similar patch).
* dbgeng: Support interfaces IDebugClient2-4.
* dbgeng: Support IDebugClient5-7 interfaces.
* ntdll/tests: Add more tests for RtlIpv4StringToAddress.
* ntdll: Fix a bug when exception handling triggers stack guard page.
* ntdll: Trigger stack overflow exception earlier on x86_64.
* wuauserv: Add dummy service.

Added:
* cryptext: Implement CryptExtOpenCER.
* [33498] - Implement framework for installing and running native PnP drivers.
