Wine staging 4.17 release

Summary since last release
* Rebased to current wine 4.17 (855 patches are applied to wine vanilla)

We would like to acknowledge "Paul Gofman" as the newest member of the
wine-staging team.

Staging has included support for raw input which is used primarily in games.
For those who play Overwatch/StarCitizen to name a few, any feedback if 
these
patches make a difference would be great.

Upstreamed (Either directly from staging or fixed with a similar patch).
* d3dx9_36: Add DXTn support.
* wined3d: add DXTn support.
* ntdll: Process APC calls before starting process.
* quartz: Don't print FIXME for IAMFilterMiscFlags in parsers.
* wine.inf: Add WMP 12 as installed windows feature.

Added:
* [42675] - Overwatch - Phantom mouse input / view pulled up to ceiling.
* [45882] - Raw Input should use untransformed mouse values (affects 
Overwatch, several Source games).
* [47457] - Mouse click-click-hold is treated as double click, causing 
gun jam in Overwatch.
* [42631] - user32: Add Raw Input support.
* [17766] - Empire Earth crashes on start without native directmusic
* [24740] - Trinklet Supreme crashes on startup
* [35478] - Multiple applications and games need dsdmo.dll (DirectSound 
Effects)
* [10603] - IDirectSoundBufferImpl_SetFX needed for sound effects in 
several games.
* [34708] - Silent Hill 4: The Room crashes after first videoscene when 
trying to go to the door.
