[PATCH v2 2/3] wineusd.sys: Add new service to update user shared data continuously.

It conflicts with the recent wineusb addition, and I'm now thinking that 
wineusd/wineusb may be confusing. It could be winekusd instead but I'm 
open to suggestions.

Then maybe it's also not worth resending it if it's not the right 
direction to implement user shared data timestamp update.
