I don't know a lot about MIDI, but AFAIU this is an issue that also was
caused by the GetTickCount() change. It's shows up here because this
patch touches tests/midi.c

2/2 seems to be fixing it as well - I've run the MIDI tests in a loop
for a few minutes without any failures.
