[PATCH v5 3/5] d3d10: Implement vector effect variable set methods.

Implement SetFloatVector/SetFloatVectorArray,
SetIntVector/SetIntVectorArray, and SetBoolVector/SetBoolVectorArray
methods for the vector effect variable interface.
