Summary since last release
* Rebased to current wine 5.0 rc5 (870 patches are applied to wine vanilla)

Upstreamed (Either directly from staging or fixed with a similar patch).
* combase: Add GetRestrictedErrorInfo and RoOriginateLanguageException 
stubs.
