testbot: Report validation error

Hello Francois,

    I am testing some new ntoskrnl.exe test driver, and I am getting
report validation error (see [1] for full testbot run):

> ntoskrnl.exe:ntoskrnl contains a misplaced todo message for driver4

    I don't immediately see what is wrong with the todo messages and how
they are different from what 'driver' is already doing. Do you have any
ideas?
