dnf did not find gstreamer1-libav.i686 and gstreamer1-plugins-ugly.i686. 
Do you know which repository they come from?

I installed all the other packages but it does not make a difference.

That's not necessary. configure does this for you:

$ grep PKG_CONFIG_PATH configure.ac 
      PKG_CONFIG_PATH=${PKG_CONFIG_PATH:-/usr/lib/i386-linux-gnu/pkgconfig:/usr/lib32/pkgconfig:/usr/lib/pkgconfig}
      export PKG_CONFIG_PATH
