The Wine Staging patch just creates blank files. Eventually we are
going to want to distribute premade service files and start parsing
them in case applications add to them. However, I would prefer to
switch to an in-memory implementation first so that we can get the
tests right and move ahead with converting ws2_32 to PE format.
