[PATCH resend 1/2] user32/tests: Add tests for maximizing and restoring windows without WS_CAPTION.

The "user32_test win" tests will fail on test bot even without my patch.

It looks like "user32_test win" will fail randomly. Any one meet this before?

I think the failure is not introduced by this patch.
