[PATCH 1/5] windowscodecs: Move stream wrappers to stream.c.

I don't think this makes sense as these functions have nothing to do
with the IWICStream implementation.

I would suggest moving these functions, along with
configure_write_source and write_source, to a new source file to share
between the WIC libraries.
