[PATCH v3] dinput: Introduce new HID joystick backend.

I once tried to fix the limits of axes and buttons

HOTAS. I don't see any headers with the constants for maximum numbers of
axes and buttons in this new subsystem, it has no limits? Will it solve the
problem for people with HOTAS with too many controls?
