RFC: ERROR_SXS_CANT_GEN_ACTCTX trying to run atl80:atl

Both WineTest and the TestBot fail to run the atl80 tests because 
CreateProcess() fails with ERROR_SXS_CANT_GEN_ACTCTX:

On the TestBot a few configurations succeed:

Before the e618fb526d06 commit, WineTest was not even trying so the 
current situation is be somewhat better:
